Top East Coast refiner restarting after Hurricane Sandy

NEW YORK (Reuters) - The biggest U.S. East Coast refinery in Philadelphia began restoring production after Hurricane Sandy on Tuesday and a smaller nearby plant operated without trouble as energy firms began assessing the storm's damage.

While some facilities were still plagued by power outages, the early reports suggested the region's fuel supplies could bounce back quickly after being almost completely halted ahead of Sandy, which came ashore on Monday evening with winds of up to 90 mph (144 kmph) and an almost 14-foot (4.2-metre) storm surge, causing widespread power outages.

Benchmark New York gasoline futures prices, which rallied more than 6 percent ahead of the storm as traders feared a disruption in supplies, dropped more than 2 percent or six cents on Tuesday as the focus shifted to the likely cut in fuel consumption due to grounded flights and empty roads. U.S. crude oil futures rose slightly, reversing Monday's dip.

Operations in the Philadelphia area appeared set to resume quickly. Philadelphia Energy Solutions' 330,000-barrel-per-day refinery, the biggest in the region, escaped damage and was restoring operations, the company said, confirming an earlier Reuters report. Industry intelligence group Genscape said its cameras detected the restart of key crude and vacuum distillation units in the Point Breeze section of the plant.

Delta Air Lines subsidiary Monroe Energy's 185,000 bpd Trainer, Pennsylvania, plant continued operating through the storm, and was expected to reach full rates next week after a major maintenance overhaul, a source said.

The situation will be a tricky for a few days. Phillips 66 reported a power outage at its 238,000-bpd Bayway, New Jersey, plant late on Monday, after it had been shut down as a precaution. Experts say that could slow the recovery at the plant, which was also seen as the most vulnerable to flooding.

"Bayway is probably the most exposed as it sits right out by the water and it's certainly in the path of the storm," said Matthew Partridge, downstream analyst at Wood Mackenzie in Houston. He said plants should be up "within a few days" if they escape damage, although it was too early to give an assessment.

As the storm moved north, a power outage shut Imperial Oil's 121,000 bpd Sarnia, Ontario refinery, but the company said it expected to restart units later in the day.

Colonial Pipeline, a conduit that supplies as much as 15 percent of the East Coast's 5.2 million bpd of gasoline, diesel and fuel demand from Gulf Coast refiners, said it had lost power at is Linden, New Jersey facility in New York Harbor, potentially thwarting efforts to resume pumping.

Three of the area's six key refineries shut down operations in advance of Sandy's landfall, while two more reduced operating rates, curtailing at least two-thirds of the region's capacity.

Major ports that supply the area with some 1 million bpd of imported fuel were starting to reopen. The Port of Boston opened without restrictions and was expected to unload a gasoline cargo later on Tuesday, an official said.

DEMAND DESTRUCTION

John Auers, senior vice president and refining specialist at Turner, Mason & Co. in Dallas, said East Coast plants, even those near the water, are better protected from potential flood damage than those that suffered weeks-long outages on the Gulf Coast following Hurricanes Katrina and Rita seven years ago.

But even well-prepared plants can face problems. Following Hurricane Isaac in August, Phillips 66 was forced to clear more than two feet of floodwater from its Alliance, Louisiana refinery, delaying its restart.

Most refineries have some on-site generation equipment that could help restore operations if there are power outages.

The largest risk may simply lie in restarting vast, intense equipment after a brief shutdown.

"You're talking about heating up oil to fairly high temperatures, putting it through processing units at high pressure," said Auers. "Anytime you interrupt that steady-state there is always the potential for issues."

The precautionary refinery closures were more widespread than during Hurricane Irene in August 2011, when only the Bayway plant shut completely.

PBF Energy is expected to ramp up its Delaware City refinery after minimal run-cuts later on Tuesday, a source said. Genscape said it had detected elevated levels of flaring at the Delaware City facility, similar to past events associated with minor operational issues.

PBF also curbed rates at its 180,000-bpd Paulsboro plant in southern New Jersey.

There was no word on Hess Corp's 70,000-bpd Port Reading, New Jersey refinery.

SUPPLIES STRETCHED, BUT DEMAND WEAK

Oil traders were already beginning to reconsider the run-up in fuel prices ahead of the storm. One trader offering to sell physical cargoes in the New York harbor market found no buyers on Monday.

That's despite the fact that fuel stockpiles, heating oil in particular, are unusually low for this time of year.

While awaiting news on fuel supplies, oil traders began totting up the impact on demand.

Airlines had canceled more than 13,700 flights for Sunday, Monday and Tuesday, including more than 7,600 for Monday alone, flight-tracking service FlightAware said. Jet fuel consumption of an estimated 170,000 bpd at the three major New York area airports ground to a halt.

Road travel was also limited by highway closures, with major bridges and tunnels shut down. Marine traffic at some of the nation's busiest ports was halted.

"Demand is going to be a lot lower this week, as not many people are going to be out there driving," said Partridge. "If this number of refineries went offline during the summer driving season gasoline prices would go through the roof."

Even if the refineries escape unscathed, damage to the vast network of oil terminals, pipelines and truck racks would complicate supply logistics.

NuStar Energy and Magellan Midstream Partners, two of the biggest players in the nation's pipeline and storage terminal business, also shut terminals along the East Coast.

"As a result, the distribution infrastructure, including pipelines and refined product terminals are extremely important and could hamper recovery efforts if significant amounts of this infrastructure is damaged," said Roger Ihne, principal in the oil and gas practice at consultancy Deloitte.

Storm damages space shuttle Enterprise

Space shuttle Enterprise, NASA's original prototype orbiter, is sitting exposed and appears to have been partially damaged by Hurricane Sandy after the severe storm passed over New York City on Monday night.

On public display aboard the Intrepid Sea, Air and Space Museum, a converted aircraft carrier, since July, Enterprise had been protected from the elements inside a pressurized pavilion. Based on photos posted online, the inflatable structure appears to have first deflated and then been torn by the winds of the now post-tropical storm cyclone.

Photographs show the 180-foot-long (55 meters) by 60-foot-high (18 meters) pavilion's cloth exterior now lies draped over Enterprise, although much of the shuttle's nose section and part of its payload bay is uncovered. The orbiter's vertical stabilizer, or tail, is protruding out of the top of the fabric, where it appears part of the spacecraft has been torn away.

Intrepid officials did not immediately respond to a request for comment.

Enterprise was delivered to the Intrepid in June after being transferred from its previous home at the Smithsonian National Air and Space Museum's Steven F. Udvar-Hazy Center in northern Virginia. In its place, the retired space shuttle Discovery is now on display at the Udvar-Hazy Center, having arrived in April after NASA retired its 30-year shuttle program in 2011.

Discovery was also in Sandy's path, and the Smithsonian remains closed due to the storm. However, no damage to that orbiter was reported, nor was any damage evident on webcam footage of the shuttle.

Enterprise, built in the 1970s, never made it to space, but it was used as a prototype to test the space shuttle design during approach-and-landing glide tests.

Since its arrival at the Intrepid, Enterprise has been housed in its climate-controlled steel-and-fabric "Space Shuttle Pavilion." This shelter was never meant to be permanent, however. Eventually, Intrepid plans to build a larger facility to showcase the shuttle and enhance its other space exhibits and educational displays.

As of Tuesday morning, superstorm Sandy was centered about 120 miles (190 kilometers) east-southeast of Pittsburgh, slowly moving westward and weakening over Pennsylvania, according to the National Hurricane Center (NHC) in Miami.

Exoskeleton of advanced design promises new degree of independence for people with paraplegia

ScienceDaily (Oct. 30, 2012) ? The dream of regaining the ability to stand up and walk has come closer to reality for people paralyzed below the waist who thought they would never take another step.

A team of engineers at Vanderbilt University's Center for Intelligent Mechatronics has developed a powered exoskeleton that enables people with severe spinal cord injuries to stand, walk, sit and climb stairs. Its light weight, compact size and modular design promise to provide users with an unprecedented degree of independence.

The university has several patents pending on the design and Parker Hannifin Corporation -- a global leader in motion and control technologies -- has signed an exclusive licensing agreement to develop a commercial version of the device, which it plans on introducing in 2014.

According to the National Spinal Cord Injury Statistical Center, somewhere between 236,000 to 327,000 people in the U.S. are living with serious spinal cord injuries. About 155,000 have paraplegia. The average age at injury is 41 and the estimated lifetime cost when it happens to a person of 50 ranges from $1.1 million to $2.5 million.

Until recently "wearable robots" were the stuff of science fiction. In the last 10 years, however, advances in robotics, microelectronics, battery and electric motor technologies advanced to the point where it has become practical to develop exoskeletons to aid people with disabilities. In fact, two companies -- Argo Medical Technologies Ltd. in Israel and Ekso Bionics in Berkeley, Calif. -- have developed products of this type and are marketing them in the U.S.

These devices act like an external skeleton. They strap in tightly around the torso. Rigid supports are strapped to the legs and extend from the hip to the knee and from the knee to the foot. The hip and knee joints are driven by computer-controlled electric motors powered by advanced batteries. Patients use the powered apparatus with walkers or forearm crutches to maintain their balance.

"You can think of our exoskeleton as a Segway with legs," said Michael Goldfarb, the H. Fort Flowers Chair in Mechanical Engineering and professor of physical medicine and rehabilitation. "If the person wearing it leans forward, he moves forward. If he leans back and holds that position for a few seconds, he sits down. When he is sitting down, if he leans forward and holds that position for a few seconds, then he stands up."

Goldfarb developed the system with funding from the National Institutes of Health and with the assistance of research engineer Don Truex, graduate students Hugo Quintero, Spencer Murray and Kevin Ha, and Ryan Farris, a former student who now works for Parker Hannifin.

"My kids have started calling me 'Ironman,'" said Brian Shaffer, who was completely paralyzed from the waist down in an automobile accident on Christmas night 2010. He has been testing the Vanderbilt apparatus at the Nashville-area satellite facility of the Shepherd Center. Based in Atlanta, Shepherd Center is one the leading hospitals for spinal cord and brain injury rehabilitation in the U.S. and has provided the Vanderbilt engineers with the clinical feedback they need to develop the device.

"It's unbelievable to stand up again. It takes concentration to use it at first but, once you catch on, it's not that hard: The device does all the work. I don't expect that it will completely replace the wheelchair, but there are some situations, like walking your daughter down the aisle at her wedding or sitting in the bleachers watching your son play football, where it will be priceless," said Shaffer, who has two sons and two daughters.

"This is an extremely exciting new technology," said Clare Hartigan, a physical therapist at Shepherd Center who has worked with the Argo, Ekso and Vanderbilt devices. "All three models get people up and walking, which is fantastic."

According to Hartigan, just getting people out of their wheelchairs and getting their bodies upright regularly can pay major health dividends. People who must rely on a wheelchair to move around can develop serious problems with their urinary, respiratory, cardiovascular and digestive systems, as well as getting osteoporosis, pressure sores, blood clots and other afflictions associated with lack of mobility. The risk for developing these conditions can be reduced considerably by regularly standing, moving and exercising their lower limbs.

The Vanderbilt design has some unique characteristics that have led Hartigan and her colleagues at Shepherd Center to conclude that it has the most promise as a rehabilitative and home device.

None of the exoskeletons have been approved yet for home use. But the Vanderbilt design has some intrinsic advantages. It has a modular design and is lighter and slimmer than the competition. As a result, it can provide its users with an unprecedented degree of independence. Users will be able to transport the compact device on the back of their wheelchair. When they reach a location where they want to walk, they will be able to put on the exoskeleton by themselves without getting out of the wheelchair. When they are done walking, they can sit back down in the same chair and take the device off or keep it on and propel the wheelchair to their next destination.

The Vanderbilt exoskeleton weighs about 27 pounds, nearly half the weight of the other models that weigh around 45 pounds. The other models are also bulkier so most users wearing them cannot fit into a standard-sized wheelchair.

From a rehabilitation perspective the Vanderbilt design also has two potential advantages, Hartigan pointed out:

? The amount of robotic assistance adjusts automatically for users who have some muscle control in their legs. This allows them to use their own muscles while walking. When a user is totally paralyzed, the device does all the work. The other designs provide all the power all of the time.

? It is the only wearable robot that incorporates a proven rehabilitation technology called functional electrical stimulation. FES applies small electrical pulses to paralyzed muscles, causing them to contract and relax. FES can improve strength in the legs of people with incomplete paraplegia. For complete paraplegics, FES can improve circulation, change bone density and reduce muscle atrophy.

There is also the matter of cost. The price tags of other rehabilitation model exoskeletons have been reported to be as high as $140,000 apiece, plus a hefty annual service fee. Parker Hannifin hasn't set a price for the Vanderbilt exoskeleton, but Goldfarb is hopeful that its minimalist design combined with Parker Hannifin's manufacturing capability will translate into a more affordable product. "It would be wonderful if we could get the price down to a level where individuals could afford them and insurance companies would cover them," he said.

Meanwhile, Hartigan has advice for potential users: "These new devices for walking are here and they are getting better and better. However, a person has to be physically fit to use them. They have to keep their weight below 220 pounds, develop adequate upper body strength to use a walker or forearm crutches and maintain flexibility in their shoulder, hip, knee and ankle joints ... which is not that easy when a person has relied on a wheelchair for months or even years."

Published in Behavioral Ecology and Sociobiology, the research shows that mother chestnut-crowned babblers bring food to their chicks much less often when they have family members doing the same.

'We were expecting that mothers would work hardest at feeding their chicks because, on average, they have the greatest genetic stake in their young. But this was not the case,' says Dr Lucy Browning, now of the University of New South Wales, who led the research.

Yet by slacking off on the communal task of feeding, it may be that the mother avoids spending energy and risking predator attack while looking for suitable food. Instead, she can save her energy for her next attempt to breed.

This isn't just relevant to birds; ultimately it could help shed light on how we reproduce and raise children ourselves.

'The breeding female produces all the group's offspring, and the more the others can support her, the higher quality offspring she will produce, which is better for everyone,' says Dr Andy Russell of the University of Exeter, another of the paper's authors. 'So in a small group the breeding female does as much as anyone else, but we found that as the group gets larger she reduces her feeding activity by about two thirds.'

The researchers monitored numerous groups of babblers at the University of New South Wales Arid Zone Research Station throughout the process of rearing young. They tracked the size of prey that each adult brought the chicks, what kind of food it was and how often they did it.

Chestnut-crowned babblers are what ecologists call 'obligate cooperative breeders' - they breed in family groups, in which only the dominant pair ever get to produce the offspring, and breeding without help is rare and generally unsuccessful. The other birds have to content themselves with helping their relations raise their chicks, and hoping to improve the chances of their genes getting passed on to the next generation that way. Bringing prey for the youngsters to eat is a big part of this.

This means breeding female babblers don't just have their mate to help take care of their chicks, but also numerous grown-up offspring and other relations. So they can put less effort in without significantly adding to the risk their offspring will starve. Flying about looking for food is tiring, and exposes mothers to the risk of attack by hawks and falcons. And the whole process of breeding is hard work for females; they have to lay eggs and stay sitting on them until they hatch.

So in theory it makes sense that mothers should put less effort into feeding chicks when there are others to do that. But this is one of the first times scientists have shown such a clear pattern for the breeding female alone.

Males may scale back their feeding contributions a little, but there's less reason for them to slack off as they invest much less in each attempt at breeding. They don't have to lay eggs or spend weeks incubating them, so there's less incentive to try to conserve as much energy as possible for the next breeding attempt. Meanwhile the females generally brought large items of prey, but much less often. This increased prey size didn't come close to counterbalancing the drop in how often they brought food.

Russell says that similar group cooperation could have played an important role in the development of human reproduction as we know it. People have an unusually short birth interval compared to with primates of a similar size - women can have another child only another year or so after their last one, compared to about five years in chimpanzees. 'In humans, grannies, siblings and older children provide mothers with a huge amount of support,' he says. 'It's likely that our short birth interval evolved as a consequence of this kind of helping behaviour, which allowed mothers to reduce their investment of energy in their current child in order to prepare for the next one.'

The behaviour is subtly different from that of other obligate cooperative breeders like meerkats; there, both parents significantly reduce their investment in feeding young, not just the mother. Another recent paper by the same team showed that the chestnut-crowned babblers don't just share the burden of child-rearing; they are honest about always feeding the food they bring to the young, even when they're hidden inside the domed nest and could easily just eat it themselves.

The retailer has revealed it will host the event in aid of the game's unconventional Wednesday release.

It will take place at the firm's Stratford store, which will reportedly be transformed into a "scenic replica of the game's winter wilderness, complete with Redcoats who will be patrolling and entertaining the queue."

Meanwhile, additional midnight launches will take place across the UK, whilst Ubisoft's developer Tim Browne will attend the game's launch in Hull from 9:30pm in order to chat with customers.

?Assassin?s Creed fans can?t wait to get their hands on the next chapter of this epic game and we are really excited to be opening so many stores at midnight to celebrate in true GAME style,? GAME?s marketing director Anna-Marie Mason stated.

?We are bringing a piece of the adventure to life at GAME Stratford for London fans and we are delighted that developer Tim Browne will be attending GAME Hull, giving both the north and south a great experience to look forward to.?

Midnight lanch events remain one of the more powerful tools retailers have in enticing gamers to purchase their games at retail and GAME will certainly be hoping this to be the case, offering a themed evening, along with the opportunity to meet with the personnel behind the game.

Assassin's Creed III will launch in the UK on Wednesday October 31st and will see GAME stores open their doors from 11:45pm on Tuesday October 30th.

However, PC gamers will be forced to wait until November 21st for the latest offering in the long-running franchise, as the title's PC version will suffer from the often delayed PC release, something of which PC gaming veterans have become accustomed to.

Early autism intervention improves brain responses to social cues

ScienceDaily (Oct. 29, 2012) ? An autism intervention program that emphasizes social interactions and is designed for children as young as 12 months has been found to improve cognitive skills and brain responses to faces, considered a building block for social skills. The researchers say that the study, which was completed at the University of Washington, is the first to demonstrate that an intensive behavioral intervention can change brain function in toddlers with autism spectrum disorders.

"So much of a toddler's learning involves social interaction, and early intervention that promotes attention to people and social cues may pay dividends in promoting the normal development of the brain and behavior," said Geraldine Dawson, lead author and chief science officer for the advocacy group Autism Speaks.

"For the first time, parents and practitioners have evidence that early intervention can result in an improved course of both brain and behavioral development in young children," she said.

Dawson began the study while she was the director of the UW Autism Center. The study was published online Oct. 26 in the Journal of the American Academy of Child & Adolescent Psychiatry.

Forty-eight children, aged 18 to 30 months and diagnosed with autism, either participated in routine community-based interventions or the Early Start Denver Model, which emphasizes interpersonal exchanges and shared participation in activities. The model was developed by Dawson and co-author Sally Rogers, a professor at the UC Davis MIND Institute.

Participants received one of the interventions for about 20 hours each week over a period of two years. For the children randomly assigned to the ESDM group, treatment took place two hours, twice a day, five days a week, by trained interventionists who came to the child's home. The children got an extra boost from their parents, who were trained to use ESDM strategies during routine exchanges with their child.

A previous study found that the ESDM intervention improved IQ, language, and adaptive skills and the researchers wanted to know if the approach also led to brain changes.

After two years of treatment, the brain function of the participants -- now about four to five years old -- was measured with electroencephalography while the youngsters viewed social stimuli, such as faces, and nonsocial stimuli, such as toys.

"Humans are experts at processing faces, but the brains of children with autism have delays in the ability respond to faces," said co-author Sara Webb, a UW research associate professor. If the brain can quickly identify a face, she said, then it can build on this to also quickly decide whether the face is of a man or a woman, happy or sad, and familiar or not.

Children in both intervention groups showed similar brain responses to faces as did children in a control group who did not have autism, suggesting that "the high level of intervention in both groups allowed the children with autism to catch up to the children in the control group," Webb said. "That's fantastic news."

Looking at a higher level of brain processing, the researchers studied whether the treatments changed brain measures of attention and cognitive engagement when seeing faces compared with a nonsocial stimulus. Eleven of 15 -- or 73 percent -- of children in the ESDM group showed greater attention to faces than to toys. In contrast, the EEGs of only five of the 14 recipients of the community intervention, or 36 percent, showed similar activation.

"The ESDM intervention resulted in greater attention and cognition brain activity to social stimuli, and these brain function patterns are more similar to the typical developing group of children," Webb said.

She stressed not only the importance of receiving intensive early intervention for autism, but that the intervention should focus on enhancing social attention, reciprocal interactions and engagement with a social partner.

Other study authors at UW are Emily Jones, Kaitlin Venema, Rachel Lowy, Susan Faja, Dana Kamara, Michale Murias, Jessica Greenson, Jamie Winter and Milani Smith, as well as Kristen Merkle of Vanderbilt University.

The study was funded by a grant from the National Institute of Mental Health and an Autism Speaks postdoctoral fellowship awarded to Jones.

Undeterred by storm, U.S. top court sticks to schedule

WASHINGTON (Reuters) - Hurricane Sandy may shut down much of the federal government and halt public transport in Washington, D.C., on Monday but it will be business as usual at the U.S. Supreme Court, where justices - appointed for life - pride themselves in all manner of staying power.

The country's highest court is keeping to its oral-argument schedule and intends to hear cases through Wednesday, court spokeswoman Kathy Arberg said late on Sunday.

"It was the decision of the chief justice in consultation with court officials," Arberg said in a reference to Chief Justice John Roberts, who was appointed in 2005.

There is a tradition to this. In 1996, when a major snowstorm closed the federal government and brought Washington, D.C., to a near standstill, court arguments went on. Then-Chief Justice William Rehnquist, a Wisconsin native undeterred by snow and ruled by a strong sense of punctuality, made sure business that January 8 began on schedule.

Roberts, 57, who grew up in Indiana, was once a law clerk to Rehnquist, who died in 2005.

The justices are starting their second two-week round of arguments for the annual term, beginning on Monday with a foreign intelligence wiretap case and a copyright dispute. Non-emergency federal workers have been told to stay home on Monday.

Arberg said court officials would be monitoring the hurricane to determine whether safety factors might require a change in Tuesday's or Wednesday's schedule. Two cases are scheduled for each of those days.

During the January 1996 snowstorm, court officials picked up some of the justices in four-wheel-drive vehicles. Seven of the nine arrived on time for the 10 a.m. opening session. Justice David Souter eventually made it to the bench that Monday. Justice John Paul Stevens, who was in Florida at the time, did not. Both have since retired.

Arberg said she was unaware of any justices who would not make it in on Monday.

Hopping robots could conserve energy

ScienceDaily (Oct. 29, 2012) ? A new study shows that jumping can be much more complicated than it might seem. In research that could extend the range of future rescue and exploration robots, scientists have found that hopping robots could dramatically reduce the amount of energy they use by adopting a unique two-part "stutter jump."

Taking a short hop before a big jump could allow spring-based "pogo-stick" robots to reduce their power consumption as much as ten-fold. The formula for the two-part jump was discovered by analyzing nearly 20,000 jumps made by a simple laboratory robot under a wide range of conditions.

"If we time things right, the robot can jump with a tenth of the power required to jump to the same height under other conditions," said Daniel Goldman, an assistant professor in the School of Physics at the Georgia Institute of Technology. "In the stutter jumps, we can move the mass at a lower frequency to get off the ground. We achieve the same takeoff velocity as a conventional jump, but it is developed over a longer period of time with much less power."

The research was reported October 26 in the journal Physical Review Letters. The work was supported by the Army Research Laboratory's MAST program, the Army Research Office, the National Science Foundation, the Burroughs Wellcome Fund and the GEM Fellowship.

Jumping is an important means of locomotion for animals, and could be important to future generations of robots. Jumping has been extensively studied in biological organisms, which use stretched tendons to store energy.

The Georgia Tech research into robot jumping began with a goal of learning how hopping robots would interact with complicated surfaces -- such as sand, granular materials or debris from a disaster. Goldman quickly realized he'd need to know more about the physics of jumping to separate the surface issues from the factors controlled by the dynamics of jumping.

Inspired by student-directed experiments on the dynamics of hopping in his nonlinear dynamics and chaos class, Goldman asked Jeffrey Aguilar, a graduate student in the George W. Woodruff School of Mechanical Engineering, to construct the simplest jumping robot. Aguilar built a one-kilogram robot that is composed of a spring beneath a mass capable of moving up and down on a thrust rod. Aguilar used computer controls to vary the starting position of the mass on the rod, the amplitude of the motion, the pattern of movement and the frequency of movement applied by an actuator built into the robot's mass. A high-speed camera and a contact sensor measured and recorded the height of each jump.

Aguilar and Goldman then collaborated with theorists Professor Kurt Wiesenfeld and Alex Lesov, from the Georgia Tech School of Physics, to explain the results of the experiments.

The researchers expected to find that the optimal jumping frequency would be related to the resonant frequency of the spring and mass system, but that turned out not to be true. Detailed evaluation of the jumps showed that frequencies above and below the resonance provided optimal jumping -- and additional analysis revealed what the researchers called the "stutter jump."

"The preparatory hop allows the robot to time things such that it can use a lower energy to get to the same jump height," Goldman explained. "You really don't have to move the mass rapidly to get a good jump."

The amount of energy that can be stored in batteries can limit the range and duration of robotic missions, so the stutter jump could be helpful for small robots that have limited power. Optimizing the efficiency of jumping could therefore allow the robots to complete longer and more complex missions.

But because it requires longer to perform than a simple jump, the two-step jump may not be suitable for all conditions.

"If you're a small robot and you want to jump over an obstacle, you could save energy by using the stutter jump even though that would take longer," said Goldman. "But if a hazard is threatening, you may need to expend the additional energy to make a quick jump to get out of the way."

For the future, Goldman and his research team plan to study how complicated surfaces affect jumping. They are currently studying the effects of sand, and will turn to other substrates to develop a better understanding of how exploration or rescue robots can hop through them.

Goldman's past work has focused on the lessons learned from the locomotion of biological systems, so the team is also interested in what the robot can teach them about how animals jump. "What we have learned here can function as a hypothesis for biological systems, but it may not explain everything," he said.

The simple jumping robot turned out to be a useful system to study, not only because of the interesting behaviors that turned up, but also because the results were counter to what the researchers had expected.

"In physics, we often study the steady-state solution," Goldman noted. "If we wait enough time for the transient phenomena to die off, then we can study what's left. It turns out that in this system, we really care about the transients."

The leaves are starting to fall from the trees in Beijing, but there are no crunchy piles for children to jump in. In China, leaves are immediately swept up by the legions of workers who attack them with ragged-edge straw brooms that look ready for a Halloween witch.

But daily life in China?s capital city is not especially Halloween friendly, even though you?ll see occasional decorations. In a local mall, pumpkin decals cover the sliding glass doors under the heading, ?Amazing Halloween.? Inside the mall is a large display with plastic pumpkins and a fake-looking haunted house fa?ade. Meanwhile, the expat-friendly restaurants are advertising Halloween parties for children and teenagers.

But try to find some candy corn in this town. The Chinese don?t quite get our western obsession with sweets. ?Fruit is Not. A. Dessert,? my daughter?s friend Emily says drily. What I wouldn?t give for those little ?fun? sized boxes of malted milk balls. One mother plaintively asked on one listserv: ?I am looking for a bakery that can make Halloween cupcakes and treats for my child?s school?Also, is there a store that sells bags of Halloween candy?? So far, no one has responded to her. Another friend has spent the last week or so hunting for a costume for her two-year-old. ?I may just have to paint whiskers on his face and let him wear kitty ears,? she says with a sigh.

Our expat-heavy apartment complex celebrated Halloween in our own way. It took place on the Saturday before Halloween, Saturday being a more-convenient time than the middle of the week, in the same way many Americans push their Thanksgiving celebrations to the weekend after the fourth Thursday to accommodate schools and work schedules.

Where we live, called Seasons Park, one mother took on the thankless task of organizing the Halloween party. After she ran the party last year, the management suggested that one party was enough and she should forgo this year?s gathering. They claimed the festivities were ?not harmonious,? an irony not lost on all of us who had lived through a week of Chinese new year fireworks set off outside our bedroom windows starting at 6:30 a.m

This mother?s reaction was to promptly plan this year?s event. Interestingly, the e-mail she sent out to our apartment complex got positive responses from about 50 Chinese families and only 15 western ones. ?Part of the advertising problem is that posters she put up inside the complex?s 24 or so apartment towers are promptly removed, so word got out by listserv, e-mail, and conversation.

  3. Cancel School:? That?s right baby!? Team Sprad is always looking for ways to ditch school.? Parents should set this day aside as a Family Holy Day.
  4. Tell The Story:? Sit around the chiminea and have each family member tell the story of when they came to Jesus.
  5. The Blessing:? I believe that mom and dad should end the night by praying over every person in the home.? Pray that they would walk in the FOG (favor of God).? Pray God blesses them.? Pray God gives them supernatural opportunities.? Pray God uses them to be Kingdom minded world changers.? Pray God that they?

Business leaders convene for Innovation Summit in Marlborough ...

Marlborough ? Someday, if Arthur Bergeron, the chair of the Marlborough Economic Development Committee (MEDC) has his way, the ?Boros? will be known throughout the world as a great place to live and do business.

And although progress is being made in that direction, he told the nearly 150 local government and business leaders gathered at the Campus at Marlborough Friday, Oct. 26 for the third Annual Business Innovation Summit, it will take the work and cooperation of all the different municipalities that make up the area a reality. (The Boros region is considered Northborough, Southborough, Westborough, and Marlborough as well as Hopkinton and Hudson.)

The summit, which was sponsored by the MEDC and Mirick O?Connell (where Bergeron is an attorney) also featured a keynote speech from Gregory Bialecki, the Mass. secretary of housing and economic development.

Bergeron first gave an overview of what Marlborough officials have accomplished since Arthur Vigeant, the former long-time City Council president, moved into the position of mayor in January 2012.

The mayor had personally reached out to over 150 businesses in the city, Bergeron said, either by phone call or in-person visit. In talking with the owners, the most surprising thing that was discovered, he noted, was that companies wanted more local services, such as restaurants, shops and recreational facilities, nearby for their employees. As a result, the city is now working with developer Atlantic Management to create a mixed-use overlay district for the former 109-acre former Hewlett-Packard (HP) campus located on Forest Street. ?Walking and biking trails throughout the city, included the newly-opened Lake Williams trail, were also a focus, Bergeron said.

Finding and retaining qualified staff was also an urgent issue for many businesses, he said. After the success of a city-sponsored Jobs Fair in June, officials are considering holding additional ones, perhaps even on a monthly basis.

Other priorities officials were working on, he said, were developing affordable housing options, transportation ideas, including the possibility of a shuttle from the Southborough commuter rail station to Marlborough, and ensuring that there was sufficient water, sewer and high-speed internet connections for companies.

Bergeron noted that although city officials are intent on aggressively courting businesses ?to fill Marlborough buildings, it?s important to know that we want to work with neighboring communities, too. ?

?We share many of the same issues and concerns,? he added. ?We?re all in this together.?

Bialecki, in his speech, reiterated many of those themes. Communities would only be successful, he said, if ?business, government, and the academic sector work together.?

The state has put together an economic development plan, that will hopefully help the ?commonwealth compete in the 21st century, he said. Elements of the plan include a focus on innovation, supporting entrepreneurship, promoting collaboration between sectors, ensuring a ?tremendous base for research and development? and providing a network of formal and informal mentors.

Bialecki also noted that manufacturing has been through a ?quiet revolution? over the past 20 years. Many companies, he said, had evolved from producing paper or plastic products to producing such things now as products for the medical sector.

?Growth to scale? was also important, he added.

?We?ve let people get away,? he said. ?Regarding the talent question, how do we keep people here??

That was where areas outside of Boston, that had high a quality of living, would become important, he said.

Pasty-flavoured crisp to launch at Cornwall Food and Drink Festival ...

A new Cornish pasty-flavoured crisp will be launched at the Cornwall Food and Drink Festival next month.?

The Cornish Crisp Company has developed the snack in partnership with the the Cornish Mining World Heritage Site. The first packets will go on sale at the festival in Bristol and one penny from each bag sold will go towards protecting and preserving the site.?

David Rutherford, from the Cornish Mining World Heritage Site, said: "It is a fitting choice for us to be working with The Cornish Crisp Company, helping them to produce the new Cornish pasty crisps. We wanted to ensure that local people were involved in the development process as the pasty is part of their heritage."

Sue Wolstenholme, Managing Director of The Cornish Crisp Company, said: "We're very proud to be launching a crisp in partnership with an organisation which celebrates our important mining heritage.?

"Linking up with local charities and organisations and finding ways to help each other is how we like to work."

She added: "Pasty fans and experts who visited Redruth's first Pasty Festival last month helped us to get the seasoning right so we're ready to hit Bristol with what we think is a fabulous new flavour that we're sure people will love as much as we do."

In celebration of the original miners' "crib", Radio Cornwall listeners were challenged to come up with a suitable name for the new product. ?

Options included Tinnertater, Croustater and Croftytater, but eventually the crisps were named Prop-a-tater. The name makes a link to the mining term for a length of lumber used to prop up the roofs of tunnels in mines, as well as playing on the popular Cornish phrase.

Visitors to the UK's first ever Cornish Pasty Festival in Redruth at the end of September got to sample two versions ?of the recipes during the development stages, with the more peppery flavour being the preferred option. ?

The new pasty flavour crisp will go on sale in November. Cornwall Food and Drink Festival Live will be held at?Brunel's Old Station in Bristol over November 3-4.?

Faulkner estate sues over quotes in movie, ad

(AP) ? William Faulkner wrote that the past is never dead. His heirs say their copyright to that phrase is very much alive.

The author's literary estate is suing Sony Pictures Classics for using a paraphrase of that line in Woody Allen's 2011 film, "Midnight in Paris." It's also suing Northrop Grumman Corp. and The Washington Post Co. for using a Faulkner quote in a newspaper ad by the defense contractor.

The first lawsuit says Sony infringed on the copyright when actor Owen Wilson slightly misquoted the line from Faulkner's "Requiem for a Nun." He said, "The past is not dead! Actually, it's not even past." The lawsuit was filed Thursday in federal court in Oxford, Miss.

The second lawsuit, filed Friday in Jackson, Miss., makes similar claims about the ad.
